The Fee Nobody Tells You About Until You Are Under Contract

A buyer called me last season about two houses she was deciding between. Same price, both gated, both North Naples, ten minutes apart. She had already picked the one she liked better.

Then I pulled the tax bill on it. There was a CDD bond on that house adding a few hundred dollars a month for another nineteen years. The house she liked less had none. Same monthly payment, roughly seventy thousand dollars of difference over the life of the bond.

She bought the other one.

HOA and CDD Are Two Completely Different Things

People use the words interchangeably and they are not the same at all.

Your HOA fee is what the community charges to run itself. Gate, landscaping, amenities, insurance on common areas, reserves. You pay it monthly or quarterly, directly to the association, and it can go up when the association’s costs go up.

A CDD is a Community Development District. It is a financing mechanism. When a developer builds roads, drainage, water and sewer infrastructure for a new community, they can fund it with municipal bonds instead of rolling the cost into the sale price of each home. Then the bond gets repaid by the homeowners over twenty or thirty years, and it shows up on your property tax bill rather than your association statement.

That last part is why buyers miss it. It is not on the listing. It is not in the HOA disclosure. It is on the tax bill, and most people do not pull the tax bill until they are already under contract.

Why It Matters More Than the Number Suggests

A CDD bond does not build equity. You are repaying infrastructure that was built before you got there. When you sell, the remaining balance goes to the next owner unless someone pays it off.

It also runs a long time. Twenty or thirty years is typical, so a bond that started in 2008 still has years left on it today. And it survives your mortgage. You can pay your house off completely and still owe the bond.

None of that makes a CDD community a bad buy. Plenty of the best communities in Collier County carry one, and the infrastructure it paid for is the reason those communities look the way they do. It just has to be in the comparison, and it usually is not.

Where You Find It in Naples

Several of the larger master planned communities in South Naples are CDD funded. That is a big part of why the price per square foot can look attractive compared to North Naples.

Two communities that do not carry one are worth knowing about, because buyers compare against them constantly. Riverstone and Stonecreek, both built by GL Homes in North Naples, have no CDD bond. When someone shows you a South Naples home at a lower list price than a comparable Riverstone home, the bond is often most of the gap.

I am not steering you toward either one. I am telling you the comparison is not apples to apples until you have both numbers.

The Third Cost Nobody Puts in the Column

In a golf or club community there can be a mandatory membership on top of both. Initiation contributions and annual dues, and in some communities the membership comes attached to ownership whether you play or not.

At Quail West membership is mandatory with tiers. At Talis Park there are golf and lower cost sport tiers. At The Quarry, golf is genuinely optional, which for a non golfer is worth real money every single year.

Club schedules also change, and the figures floating around online are frequently a year or two stale. I request the current schedule from the club in writing before an offer goes out rather than quoting a number I cannot stand behind.

What to Actually Ask For, and When

Before you write, not during inspection week:

  • The current property tax bill for the exact address, so you can see whether a CDD line exists
  • If it does, the remaining bond balance, the annual amount, and the payoff year
  • Whether the seller is willing to pay the bond off at closing
  • The HOA budget, the reserve study, and any special assessment history
  • Whether there is a sub association on top of a master association, and both schedules
  • Any mandatory club membership, which tier conveys, and the current dues in writing

Six documents. Most of them the seller or the association already has.

Run the Monthly, Not the List Price

This is the habit I try to give every buyer I work with. When you put two houses side by side, do not compare what they are asking. Compare what you will owe every month once you live there.

Principal and interest. Property taxes. HOA. CDD if there is one. Sub association if there is one. Club dues if they are mandatory. An actual written insurance quote on that specific house, which I wrote about separately in what it really costs to insure a house here.

Add it up for both. The answer flips more often than you would think, and it takes about an afternoon.

The Encouraging Part

Every one of these numbers is knowable before you commit. None of it is a surprise unless nobody goes and looks.
